The Merit Systems Protection Board
(MSPB) serves as guardian of the Federal Government's merit-based system of employment,
principally by hearing and deciding appeals from Federal employees of removals and other
major personnel actions. The Board also hears and decides other types of civil service
cases, reviews significant actions and regulations of the Office of Personnel Management,
and conducts studies of the merit systems.
The Federal Labor Relations Authority
(FLRA) is an independent agency responsible for administering the labor-management
relations program for 1.9 million Federal employees world-wide.
The U.S. Office of Special
Counsel (OSC) is an independent Federal investigative and prosecutorial
agency. OSC's primary mission is to safeguard the merit system by
protecting Federal employees and applicants from prohibited personnel
practices (PPPs), especially reprisal for whistleblowing. OSC seeks
corrective action remedies (such as back pay an reinstatement), by
negotiation or from the Merit Systems Protection Board (MSPB), for injuries
suffered by whistleblowers and other complainants. OSC is also
authorized to file complaints at the MSPB to seek disciplinary action
against individuals who commit PPPs. |
