Management of Newly Generated Waste

A proposed DOE policy to shift responsibility from EM back to the generator is under consideration; no decision is expected in the near future.
“Pilot projects” are underway. ORNL is considered a pilot project, therefore newly generated waste at ORNL is not in the Contractor’s scope.
For Y-12 and ETTP, newly generated waste management remains an EM funded and managed activity, therefore it is in the scope. If/when the policy is approved, Y-12 related scope will be withdrawn.
The proposed technical approach for transition and for the long term should recognize the similarity of certain functions and shared facilities between newly generated and legacy waste, the potential for newly generated waste becoming the responsibility of the generator, and the complex organizational interfaces.
